Acting Assistant Secretary of the United State Alice Wells on Tuesday said the country does not dictate to India but partners with it. Alice's statement came during a Congressional hearing on human rights in South Asia, where she was responding to Democratic Representative Anthony Brown who suggested that the US should take economic or other measures against India on the restrictions it has placed on Kashmir.
